Nandana Sri Kanakaratne

Board Director - Human Resource Specialist

Nandana Sri Kanakaratne is a seasoned Human Resource Management professional, consultant, and educator with over two decades of corporate leadership experience at Unilever Sri Lanka. As HR Business Partner for Supply Chain, Finance, and IT, he gained deep expertise in recruitment, learning, remuneration, organizational development, and HR business partnering. 

He has guided more than 25,000 students through employability, vocational, and entrepreneurship training, and coached executives from middle management to C- suite across diverse industries. His international experience includes serving as a consultant to the International Organization for Migration (IOM), Senior Career Advisor at CareerMe Sri Lanka, and Career Transition Specialist for Lee Hecht Harrion and BTI Group in India. 

Currently, Nandana works as an organizational development consultant, corporate trainer, career coach and faculty member at the Chartered Institute of Personnel Management (CIPM). He is recognized for his ability to analyze personality types, foster high-performing team cultures, and introduce innovative practices such as mindfulness in people transformation.

Prabath De Silva

Board Director - Marketing Specialist

With over three decades of experience in the apparel accessories industry, he established a strong foundation in sales, marketing, and commercial leadership within the woven label manufacturing and printing sector. Over the course of his career, he held a range of senior roles, culminating in a Director position, where he contributed to strategic growth and industry development. 

In recent years, he has focused his efforts on development-oriented and advisory work. He served as a Consultant with the International Organization for Migration (IOM) from 2021 to 2023 supporting key initiatives.

From 2020 to 2023, he served as a Director at Cey-nor Foundation Ltd, working closely with the Ministry of Fisheries and Aquatic Resources. Dr. Chathura De Silva

Board Director - Technology Consultant

Dr. Chathura De Silva is an expert in systems architecture and a Professor in the Department of Computer Science and Engineering at the University of Moratuwa, Sri Lanka. He brings over 25 years of experience in national and international ICT development projects, having served extensively as a consultant on a wide range of high-impact initiatives with the Government of Sri Lanka, United Nations (UN) agencies, and other international organizations.

His areas of specialization include border IT systems, e-passports, digital identity solutions, biometrics, risk assessment, and business process re-engineering. Prof. De Silva has also served as Director of the Centre for Instructional Technology at the University of Moratuwa, contributing to the advancement of technology-driven education and institutional capacity building.

He holds a PhD in Computer Engineering from the National University of Singapore (2005), an MEng in Computer Engineering from Nanyang Technological University, Singapore (1999), and a BSc (Hons) in Computer Science and Engineering from the University of Moratuwa, Sri Lanka (1995).

Anjana Kulasekara

Board Director - Progam Management

Anjana Kulasekara is the Founder & CEO of CareerMe in Sri Lanka, which is an award- winning professional career guidance service to help youth successfully transition from academia to work. 

She was also the Sri Lanka Country Representative for the Asia Pacific Career Development Association (APCDA) and a Global Advisory Board Member for the Future Talent Council under Faculty and Staff Development. Additionally, she was the Head of Careers360 line of business, later rebranded as HotJobs, an online recruitment platform geared to be a fully transformative careers ecosystem.

Under her leadership, CareerMe’s innovative platform won the national e-Swabhimani 2018 Digital Social Impact award under the Learning and Education Category, awarded by the Information & Communication Technology Agency (ICTA) in Sri Lanka. Further, she was awarded Entrepreneur of the Year 2020 by Women in Management and National Youth Services Council at the New Generation Awards in December 2020. She also received the Emerging Woman Technopreneur by SLASSCOM in 2022.

Christopher Bonn

Head of ID Centre, Finnish Immigration Service

Chris is a seasoned immigration professional with well over 2 decades in security and intelligence. This includes service as an EU police officer, criminal intelligence specialist, and he’s a veteran of two wars. With two MSc degrees and a focus on identity management, he now leads the ID Centre at the Finnish Immigration Service, pioneering secure identity verification and recognition. His career blends field experience and technical expertise, shaping advancements in national security and identity management.

He leads the Evidence of Identity subgroup in ICAO Implementation and Capacity Building working group, as well as the development of the 2D barcode for digital residence permits with ICAO. The latter is being tested in the Finnish second DTC pilot, which started in early 2026.

Dr. Raymond Wong

Professor, Biometrics Research

Dr. Raymond Wong is a distinguished expert in border security, identity management, and biometrics, with a lifelong commitment to advancing excellence in these fields. Currently serving as Adjunct Professor in the Department of Computing and Professor at the Biometrics Research Centre of the Hong Kong Polytechnic University, he is widely recognized for his contributions to modern immigration and identity systems.

Dr. Wong brings over 35 years of service with the Hong Kong Immigration Department where he held several senior leadership positions. As Head of Information Technology from 2002 to 2007, he was responsible for formulating and implementing the department’s IT strategy and overseeing the successful delivery of several award-winning initiatives. These included the development and deployment of the Smart ID Card, ePassport, e-Channels, electronic records systems, facial recognition technologies, and advanced border control systems, many of which have become global benchmarks in immigration management.

Following his retirement from public service, Dr. Wong has served as an international consultant across Asia, Europe, Africa, Russia, and the South Pacific, advising governments, United Nations and International Organizations on biometrics, identity documentation systems, and automated border control solutions. Known for his inclusive and empathetic approach, he is deeply committed to mentoring young professionals and supporting capacity development in emerging and developing countries including Sri Lanka. He has also been a co-author and co-editor of the Annual Report of the Keesing Journal on Documents and Identity since 2009, contributing to global thought leadership in identity and travel document management and remains actively engaged with leading universities in China, Hong Kong, and Australia, where he has taught and conducted research in areas such as public governance, ICT applications, legal systems, and project management.

Dr. Wong’s distinguished academic credentials include a doctorate in project management, four law degrees (two LL.B. and two LL.M.), a Master’s degree in Information Systems, an MBA, and a Master’s degree in Public Sector Management, awarded by universities in Hong Kong, China, the United Kingdom, and Australia.

Dr. (Eng.) Lalith Liyanage

Project Director – World Bank PHSEP

Dr. (Eng.) Lalith Liyanage, is a Chartered Engineer and a Fellow of the Institution of Engineers Sri Lanka (IESL), and a Fellow of the Institution of Engineering and Technology (IET), UK.   He brings over 30 years of senior leadership experience across large-scale, donor-funded national projects, international organizations and state-owned enterprises. His expertise include Electrical Engineering, Information and Communication Technology, Project Management, Procurement, e-Governance, e-Learning, and e-Health. Currently serves as the Project Director of the USD 150 million World Bank–funded Primary Healthcare System Enhancing Project (PHSEP) under the Ministry of Health & Mass Media, Sri Lanka. 

His previous roles include Project Director of the USD 400 million Asian Development Bank (ADB)–funded Secondary Education Sector Improvement Project (SESIP) under the Ministry of Education; Project Manager of the USD 60 million ADB-funded Distance Education Modernization Project (DEMP); Project Manager of the USD 40 million ADB-funded Skills Development Project (SDP); Acting Chairman and Board Director of Ceylon Petroleum Storage Terminals Ltd; Chief Executive Officer of Lanka Logistics & Technologies Ltd under the Ministry of Defence; National Programme Officer of International Organization for UN Migration, and Chief Executive Officer/General Manager of the Ceylon Fisheries Corporation. He has also served as a Board Director in multiple public sector organizations. Dr. Liyanage also serves as a lecturer at the University of Moratuwa, where he teaches e-Governance at the MBA level.

He holds a PhD from Northumbria University UK, Bachelor’s and Master’s degrees in Electrical Engineering from USSR, a Master’s degree in Computer Studies from the University of Essex, UK, an MBA in e-Governance from the University of Moratuwa, and Postgraduate Diploma in Maintenance Engineering & Management in India. He was also the recipient of the prestigious CISO Award in Sri Lanka in 2013 for contributions to computer security. 

Mr. P. A. Jayakantha

Former Director General - Civil Aviation Expert

Mr. P. A. Jayakantha is a highly accomplished aviation leader with over three decades of distinguished service in civil aviation regulation, safety oversight, and aviation security at both national and international levels. He was the Former Director General of Civil Aviation & Chief Executive Officer - Civil Aviation Authority of Sri Lanka. Mr. Jayakantha served as the State’s Authority for Aviation Security and the Designated Government Agent responsible for national civil aviation security. His tenure was marked by a strong emphasis on regulatory strengthening, international compliance, and the modernization of aviation safety and security systems in alignment with ICAO Standards and Recommended Practices (SARPs).

Throughout his career, he has held numerous high-level national appointments of strategic importance. These include serving as Secretary to the National Civil Aviation Security Committee (NCASC), National Civil Aviation Facilitation Committee (NCAFC), and National Civil Aviation Master Planning Committee (NCAMP). He also served as a Member of the Sri Lanka Air Service Agreement Committee, the Strategic Management Committee of the Border Risk Assessment Committee (BRAC), and as Chairman of the Civil Aviation Slot Allocation Committee. In addition, he functioned as the National Coordinator for both the ICAO Universal Security Audit Programme (USAP) and the Universal Safety Oversight Audit Programme (USOAP). His contributions have been particularly notable in elevating Sri Lanka’s standing in ICAO Aviation Security and Safety audits as a National Coordinator.

He holds a Bachelor of Arts (Special) in Economics from the University of Colombo and a Master’s Degree in Economics from the University of Kelaniya. In recognition of his exceptional service to the nation and contributions to community development, Mr. Jayakantha has been conferred with prestigious national honours including Desha Bandu and Desha Keerthi.

Padmini Ratnayake

Senior Consultant - Labour Migration

Padmini Ratnayake is a retired senior official of the Sri Lankan Government (Special Grade) with over 35 years of distinguished public service in labour administration and migration governance. She served as Additional Secretary at the Ministry of Labour & Labour Relations and held key leadership roles including Counsellor (Diplomatic Rank) for Labour Welfare & Employment at the Sri Lanka High Commission in Singapore and General Manager of the Sri Lanka Bureau of Foreign Employment. Her career has been defined by a strong commitment to advancing labour relations, promoting safe and ethical labour migration, and strengthening institutional frameworks for worker protection.

Padmini brings deep technical expertise in labour migration, gender equality, productivity, and social protection, including the prevention of sexual and gender-based violence (SGBV). She has contributed extensively to policy development through research, guidelines, action plans, training manuals, and codes of practice, supporting both national reforms and regional initiatives across the Asia-Pacific. Following retirement, Padmini continues to serve as a trusted external consultant to international organizations such as the ILO, IOM, UNDP, UN Women, SDC, and APO, and is regularly engaged as a resource person advising governments, NGOs, and development partners.

Padmini holds an Honours Degree from the University of Ceylon, Peradeniya, and a Master’s Degree in Development Management from the Asian Institute of Management, Manila. 

Ross Greenwood

ICAO Author & Consultant

Since 2010 Ross Greenwood has worked as an independent consultant primarily undertaking border, passport, visa and civil registration related assessments for IOM and ICAO, including in Sri Lanka.  Ross was contracted by ICAO as the lead author of the ICAO TRIP Guide on Border Control Management, which was published in 2018.

Ross was previously a senior executive in the Australian Passport Office and was Australia’s delegate to the ICAO Machine Readable Travel Document TAG from 2007 to 2010 and the inaugural Chairperson of ICAO’s Public Key Directory Board.

Ross worked for the Australian Department of Immigration from 1977 to 2007, including in border control and identity management roles.

Vajira Perera

Former Director - TVEC (Skills Development Specialist)

Vajira Perera is a seasoned professional with over 30 years of experience in both national and international contexts, specializing in tertiary and vocational education, value chain development, environmental safeguards, and monitoring and evaluation. He previously served as Director of the Tertiary & Vocational Education Commission (TVEC), the apex body for vocational and technical training in Sri Lanka under the Ministry of Skills Development and Vocational Training. During his tenure, he also held key leadership roles in Planning & Research and Administration/HR, contributing significantly to institutional development and policy implementation.

Mr. Perera is widely recognized for his expertise in the implementation and advancement of Sri Lanka’s National Vocational Qualification (NVQ) Framework. He has held critical positions including Director (NVQ) and Director (Registration, Accreditation, and Quality Management Systems) at TVEC. His technical strengths include designing TVET programmes, developing curricula and training materials, mapping local and international qualifications in line with national and global frameworks, and conducting skills gap analysis, competency mapping, and competency audits.  He is well-versed in international standards, including ISO 9001 (Quality Management), ISO 14001 (Environmental Management), ISO 45001 (Occupational Health and Safety), and ISO 21001 (Educational Organizations Management Systems). His work has played a pivotal role in strengthening quality assurance and relevance in the vocational education sector. In addition to his national contributions, Mr. Perera has served as a senior consultant to international organizations, including the ILO, IOM, and the ADB, providing technical expertise across a range of skills development and labour market initiatives. 

Academically, Mr. Perera holds a Master of Science in Management from the University of Sri Jayewardenepura, a Master’s degree in Manufacturing Management from the University of Colombo, and a Master of Public Administration (MPA) in e-Government from the University of Sri Jayewardenepura. Combining strong academic credentials with extensive field experience, he continues to contribute to skills development, workforce planning, and institutional capacity building in Sri Lanka and beyond.
